using open-vm-tools in ppa:ci-train-ppa-service/3226 for ubuntu 16.04, this issue disappear.

After install open-vm-tools from repository ppa:ci-train-ppa-service/3226 and check /lib/systemd/system/open-vm-tool.service, I find "PrivateTmp=yes" is removed from file.
If I add "PrivateTmp=yes" to file open-vm-tool.service manually, the issue can be reproducible. So my guessing is that the change to fix the issue in this PPA is removing configuration item "PrivateTmp=yes" from open-vm-tool.service
