Yes it is still there in 14.04.1 LTS (I suffer the same problem with a link downloaded from Firefox).

How to reproduce:
- Click and hold the website icon in adressbar (alternatively: the lock icon) and move it to the desktop
- Try to move around this icon

Bad regression IMO and even worse for new users as someone above mentioned
