The memory_stress_ng test is part of the plainbox-provider-checkbox package which can be installed from the hardware-certification PPA:

https://code.launchpad.net/~hardware-certification/+archive/ubuntu/public

The full path once installed is:
/usr/lib/plainbox-provider-checkbox/bin/memory_stress_ng
