Creating a user with UID < 1000 works for me as a workaround, since I'm using lightdm-gtk-greeter, which has an "Other" option that allows you to type the username of the account you want to log in to. unity-greeter does not have this option, so a modification to unity-greeter seems to be needed to fix this bug.
