I modified the dhcpd.conf.template to include the settings I talked about above:

Those settings are getting picked up, but not fully having the desired affect.

The ipxe option doesn't seem to be getting included in the offer reply, and the secondary server is still offering even when secs < load balance max secs. I wonder if it offers always if it already has a lease written for the ip?
