Andreas workaround works for me with "Thai (kesmanee (m17n))". "Super-1" key now works in every apps. Libreoffice Writer hotkey works too.

The only problem now is that the keyboard indicator logo for my layout is quite ugly, compare to non-m17n version, which is tolerable for me.
