I was unable to recreate this given the situation described:

 $ sudo mv /root/.synaptic /root/synaptic
[ 3:56PM 10261 ] [ bdmurray@impulse:~/Documents/gtd ]
 $ sudo apt-get install --reinstall libc-bin
Reading package lists... Done
Building dependency tree
Reading state information... Done
The following packages were automatically installed and are no longer required:
