Comment 2 for bug 1318721

Just to be clear about something the fact that RabbitMQ delete the exchange event though Neutron re-create it (N2), can put the blame on RabbitMQ b/c he should have threaded the N2 not just as no op (b/c the exchange is already there) but also as update exchange like if it's new so that **old** delete doesn't remove it again.

To make sure of my claim here i will try to contact the RabbitMQ mailing list about this problem.
