We're having the same problem running dhcpd under trusty. As a workaround, if we make the file attribute changes in #25, is this the only thing that needs to be done? Can we also change chown root:root to dhcpd:dhcpd for /var/lib/dhcp/* in isc-dhcp-server.conf, too?
