Bug Description
When creating a volume from an image using the rbd driver, if a plain copy is done (i.e. cloning is not possible), the image data is saved to a temporary directory before being copied to the backend volume.
This temporary directory is controlled by the volume_tmp_dir flag, which defaults to None. If this flag is set, a typo causes the copy to fail.
This is not too serious since the temporary directory can also be controlled by the TMP, TMPDIR, or TEMP environment variables without setting the volume_tmp_dir flag.
