I'm suspecting it may be that Precise is doing less disk activity now that we've worked on fixing a bunch of applications + daemons that were causing a load of (frequent) unnecessary writes. I wonder if the hdparm setting in /lib/hdparm/hdparm-functions when running battery is too aggressive. As an experiment, can you edit /etc/hdparm.conf and after the line:
#apm = 255
add
apm_battery = 255
and see if this reduces the start/stops (it should do).
