So a new version of fglrx (8.960), that doesn't officially exist, has been pushed into precise. I excitedly install the upgrade and reboot, hoping that this will finally put an end to this issue. Of course not. The problem affects compiz whether running Unity or Gnome Classic. Radeon driver doesn't have this issue.
I agree with the above post that this issue needs to be escalated with AMD. It has existed for a very long time (April 2011), and its obviously very difficult to track down, or not being taken seriously enough. Either way, it's very annoying. 104 people have now marked it as affecting them.
