This isn't as simple as just changing udev rule numbers, because multipath-tools create the links with the daemon after all the udev rules load.

Unfortunately upstream bcache-tools is dead in favor of bcachefs-tools, so I don't imagine there would be any help from upstream there, but I can still make a bug report.
