Missing AMD-PMF support for AMD Strix platforms.

A few commits from v6.9-rc1.

And feature enabled message should appear in dmesg:

PMF once caused cpufreq locks or other unexpected behaviors in the past and may take additional fix to address.

While this is in v6.9-rc-1 now, Noble and OEM-6.8 will be nominated for fix.

These updates will be enhanced amd-pmf for family 1AH on the supported OEM platforms, including enabling new revision for BIOS notify events, support static slider by APTS (AMD Performance and Thermal State)...etc. Needs to be backported into oem-6.8.

This bug is awaiting verification that the linux-oem- 6.8/6.8. 0-1006. 6 kernel in -proposed solves the problem. Please test the kernel and update this bug with the results. If the problem is solved, change the tag 'verification- needed- noble-linux- oem-6.8' to 'verification- done-noble- linux-oem- 6.8'. If the problem still exists, change the tag 'verification- needed- noble-linux- oem-6.8' to 'verification- failed- noble-linux- oem-6.8' .
If verification is not done by 5 working days from today, this fix will be dropped from the source code, and this bug will be closed.
