[Impact]

AMD Strix s2idle failure due to AMD VPE driver init.

[Fix]

One commit from v6.9-rc2 (also backported to v6.8.7).

[Test Case]

Try suspend stress tests:

$ checkbox-cli run com.canonical.certification::stress-suspend-30-cycles-with-reboots-automated

This should be landed to Noble and OEM-6.8 automatically when stable fixes are rebased, however we may need it before that.

AMD VPE (Video Processing Engine) behavior breaks s2idle for AMD Strix platform, so adding VPE power-up to ensure FW loading properly. The patch landed in v6.8.7, oem-6.8 will have it once rebased.
