However as a data-point, a popular enterprise server distro latest current as of writing (kernel-2.6.32-279.5.1.el6 amd64) enables 4 CONFIG_TASK kernel options mentioned elsewhere.

Although it's trivial to piece together a custom kernel repo, a good distro like Ubuntu Server LTS might want to stay consistent and reliable. This was the main differentiator against standardizing on use Ubuntu's upstream in our last infrastructure refresh. Can't say what the next cycle will be just yet though.
