Using jammy chroot, installed linux-oem-22.04 and then added bootstrap ppa

The following packages were automatically installed and are no longer required:
  libicu70 libldap-2.5-0 libmpdec3 libpython3.10-minimal libpython3.10-stdlib linux-headers-oem-22.04 linux-image-oem-22.04 linux-oem-22.04 python3.10 python3.10-minimal
Use 'apt autoremove' to remove them.
The following NEW packages will be installed:
  cpp-12 dbus-bin dbus-daemon dbus-session-bus-common dbus-system-bus-common g++-12 gcc-12 gcc-13-base libasan8 libduktape207 libfdisk1 libgcc-12-dev libgprofng0 libicu72 libjansson4

as exepcted oem-22.04 is now called as no longer required, and hwe-22.04 is being pulled in instead.
