Actually, this is fixed in Maverick, but network scanning isn't disabled by default.

No disable network scanning you need to explicitly set BSSID for your access points in NetworkManager. The BSSID is the MAC address of your access point (get it by running iwconfig when connected to your access point).

This behaviour is described in the upstream bug here:
