this bug also cripples my system as well. i don't know why none of the workarounds gave me a consistent solution. They fix the system for a while, but then for some reason I go back to square one(I guess I install something, or something changes configuration files). This is the biggest problem I had with ubuntu in 2 and a half years I have been using. Disabling ipv6 must not be the solution.
The only thing that works well now for me is torrents. Updating repositories is a pain now
