Red Hat Enterprise Linux 4 updates are available via Red Hat Network, SRPM are also available on FTP:

ftp://updates.redhat.com/enterprise/4AS/en/os/SRPMS/

Only CentOS team can tell when corresponding CentOS updates for CentOS 4 will be available. You can watch centos-announce list for updates:
