So if we leave it as is, services under wsgi will keep working, but services NOT under wsgi will crash. If we make this change, services under wsgi will suffer a performance regression (to be confirmed?), and services NOT under wsgi will work. Is that the proposed tradeoff?

I suppose this can't this be figured out dynamically? Or is that what you intend to do in https://bugs.launchpad.net/charm-nova-cloud-controller/+bug/2073260?
