I like this stamp file, but I'm not too sure who will create it and remove it and when.

Note that separately, ubuntu-release-upgrader https://git.launchpad.net/ubuntu-release-upgrader/tree/DistUpgrade/README#n13 will set environment variables:

The following environment variable will be *set* by the upgrader:
RELEASE_UPGRADE_IN_PROGRESS:
- set to "1" if a release-upgrade is running (and not a normal
  package/security upgrade)

Can we also please add code to use the "no-autoinstall-errors" mode, whenever RELEASE_UPGRADE_IN_PROGRESS = 1 ?
