I can also confirm the updated nspr package from fta's PPA works, via directions I wrote at http://lns.wikidot.com/nsprupdate . I launched 27 FF3 instances from different LTSP terminals, after rm -rf'ing current user FF profiles. No delays, even when launching 1-2 seconds apart each (as fast as I could run from terminal to terminal in my computer lab) - very snappy response.
