Sounds to me like before we can implement something like this, we'd need a way to specify this to the renderer themselves. There will need bugs opened for NetworkManager and networkd to understand "administratively down" states -- ie. we configured this already but we want to keep the device down for now.
Also, as far as I know, systemd/networkd will follow their own rules, which likely currently enforce that interfaces defined as DHCP will attempt configuration even if there is no carrier. This should be tested carefully, and a bug opened if it's indeed an issue. We'll focus on just adminsitrative status for the bug report here.
