I have observed that if you set ActivationPolicy to a mode that doesn't default to bringing the interface up on boot (like 'manual', 'down' or 'always-down'), systemd will wait indefinitely for the given interface to become online on reboot. This only happens for the SRUs, impish seems to be fine - which means that we might be missing a later change to make sure there is no wait in this case.
