I have a similar issue with Core i3-9100 desktop (Ubuntu 20.10 clean install) and a HP Probook 430 G6 (Core i5-82xx).

Might be the same as:
https://bugs.launchpad.net/ubuntu/+source/mutter/+bug/1896627
because on the laptop, it mostly (but not only) happens when I use the touchpad or mouse and gets even worse when I scroll very slow.
