This issue is only fixed in the Ubuntu patchset for the Linux Kernel. Although I have submitted this fix upstream, it has not been picked up yet by kernel.org vanilla kernels. See https://lkml.org/lkml/2021/1/14/1091

The mainline builds you point to, do not contain Ubuntu patchset, and thus are as vanilla as possible. Meaning that yes, those builds are affected by this issue.

There should be point release updates for Hirsute soon.
