I faced the same problem while installing Ubuntu 18.04 and 20.04.
No VM here. And French for locale.
It's OK if I first « try without installing » in my language, then later launch the installer.
In this scenario, no problem with keyboard at the username/password stage, it remains french/azerty.
It's not OK when I go straight to « install ». Ubiquity stops using french/azerty keyboard at username/password stage.
And once there, there is no way to go back or abort safely.
By chance rough power off had no dramatic consequence.
Reproducible any time. And also with UbuntuBudgie ( and I guess any flavor using Ubiquity ).
