Bug Description

[Impact]

Azure users rely on the tcm_loop module. Since linux-azure doesn't install the extra package by default, the module should be included to the main package.

[Test Case]

After installing the azure kernel, check if `tcm_loop.ko` is available for the appropriate version:

find /lib/modules/ -name tcm_loop.ko

[Regression Potential]

tcm_loop doesn't even have any alias that could cause it to autoload in unexpected scenarios. In case of any regression, the module can be forced to be ignored via modprobe rules.
