Brian: Your sequence in comment #55 should work, just bear in mind that OSSNs traditionally haven't linked to specific changes in Gerrit like OSSAs because they're usually not published/announced until after all related changes have merged. Since the "patches" section of your proposed OSSN includes that information, it should be fine for this particular case.
