says you are missing critical files that are part of PCP:

$ rpm -ql pcp | grep pmlogger_check
/usr/lib/systemd/system/pmlogger_check.path
/usr/lib/systemd/system/pmlogger_check.service
/usr/lib/systemd/system/pmlogger_check.timer
/usr/libexec/pcp/bin/pmlogger_check

... which is unrelated to the issue in this BZ.
