Seems that a fix is backported to kernel 5.4.0-16.19 for Focal:
  * system hang: i915 Resetting rcs0 for hang on rcs0 (LP: #1861395)
    - drm/i915/execlists: Always force a context reload when rewinding RING_TAIL
