The most likely theory that matches the above results would be that:
1. glibc in Eoan has some "if P9, then new code"
2. qemu TCG for ppc64el fails on that new code

TCG never was very important (it always is best effort and non production use), and users seem to have a workaround by configuring former machine types or explicitly a power8 cpu type.
=> Prio: low.

OTOH we could patch qemu in Eoan (needs to be done super fast thou) to default to P8 cpu on the pseries-eoan type. IMHO we need IBM to guide us on this.

Question-@IBM:
a) do you want us to switch the default emulated CPU to from power9_v2.0 to power8_v2.0 (If so we need the answer asap)?
b) are there known missing/bad instructions in P9-TCG that we should fix by backporting changes?
