boy do I feel stupid. The service is called 'anacron', not 'anachron'.

Suspend and resume appears to be doing the right thing. It was calling 'invoke-rc.d --quiet anachron'. there is no 'anachron' service, and the --quiet option hid the error from me.

I corrected the spelling in STOP_SERVICES and all appears back to normal.
