These two packages were tested on Ubuntu 18.04 for armhf in a Raspberry Pi 3b

rpi.gpio-common_0.6.5-1ubuntu1_armhf.deb
python-rpi.gpio_0.6.5-1ubuntu1_armhf.deb

They solved the issue presented when testing with rpi.gpio and gpiozero.
