salt 2016 is an old obsolete version. Ubuntu 18.04 ships salt 2017.
this regression was already identified, and an update to address
compatibility with older software is being staged in bionic-proposed.

Have you tried openssl 1.1.1-1ubuntu2.1~18.04.3 from bionic proposed?
