My recommended course of action for SRUs:
- write udev .rules files from netplan to enforce renaming
- drop udevadm (net_setup_link) call from cloud-init
The above should be sufficient and non-intrusive enough for SRU. The tasks for cosmic are additional changes to clean up the behavior for the future.
