It isn't possible to use the HiSilicon PCIe network adapters on arm64

[Test Case]
Boot a system with a HiSilicon PCIe network adapter, see if the devices appear.

[Regression Risk]
The driver has been tested on arm64 and is known to work, this is just making it available.
