Just to clarify the config needs the following changes:

change

CONFIG_SERIAL_DEV_BUS=m

to

CONFIG_SERIAL_DEV_BUS=y

and add

CONFIG_SERIAL_DEV_CTRL_TTYPORT=y
CONFIG_BT_HCIUART_BCM=y
