Yes, your kernel does resolve this bug. Measuring using speedtest.net, before your kernel, using the current Bionic kernel, I get 8.64mbps on a 2.4Ghz network, with a max of around 10Mbs. Four minutes later, with your kernel, 34.92Mbs with a max of around 50Mbs.
What is perhaps not so good, is that the performance of a 5Ghz network has dropped dramatically from around 90 - 100 Mbs, down to 9.12 to 9.43mbps. Tested repeatedly over a few minutes to make sure it's not just a one-off.
I'll install the stock kernel again, and check it's the patch, and not some external factor.
