Bug Description
Ubuntu Mate 16.04 comes with composite manager enabled by default and that produces video playblack and scrolling in browser with tearing.
Tested on:
x264 and xvid videos on VLC.
Chrome
Ubuntu Mate 16.04 Beta 2 amd64.
Redwood XT [Radeon HD 5670/5690/5730]
Disabling compositor fix the tearing.

Ubuntu MATE 16.06 also ships with Compton and Compiz compositor options that can be enabled via MATE Tweak and both remove video tearing.
