today I use the same machine, install debian 10.9 in text mode, and install

fwupd / fwupd-signed: 1.2.13-3+deb10u2
existing shim-signed: 1.33+15+1533136590.3beb971-7

I found I also need to install policykit-1.

Then I did the same test with secure boot on. The test is passed.
