Is there some way to detect whether a copy of VARS is in 2MB or 4MB format?

If so, then for LXD we'd most likely add detection logic and have LXD reset VARS when detecting a mis-match (making backup, logging info message, ...).

If not, we'll also go down the path of building two copies, at least for a while.
