I have this on numerous 4.13 and 4.14 kernels from synaptic (17.10 repos) and ubuntu-mainline ppa.
IE today:
4.14.17-041417-generic #201802031230 SMP Sat Feb 3 17:31:50 UTC 2018 x86_64 x86_64 x86_64 GNU/Linux

This is on a 5th get lenovo x1 carbon using the built-in bluetooth and a few different bt mice, IE HP and Verbatim.

The rfkill block/unblock commands above did nothing for me.

cpu is eating my battery and the only process is "kworker"
