I don't know what you mean with "archive"?

zf.sh is only in the karmic version....and sits in the zend-framework-bin package.
this package itself is a dependency of zend-framework...

What you can do is to try the PPA packages of http://launchpad.net/~zend-framework/
(PPA URL: https://edge.launchpad.net/~zend-framework/+archive/ppa)
