File -> Find in this folder: make always available

Suggestion regarding the "Find in this folder"-custom action to improve UX for the thunar package.

Dependencies:

This suggestion should only be implemented after [1] was implemented. Otherwise catfish will be opened in `$HOME` instead of the currently viewed folder, in case a file was selected.

By default, "Find in this folder" is set to appear on dictionaries only.

Marking as Won't Fix since the prerequisite https://bugs.launchpad.net/ubuntu/+source/thunar/+bug/1906241 won't be implemented.
