Add launchers to Xfce Settings manager

Bug Description
We need to add the following launchers to the Settings manager:
Under "Personal"
* Main menu (alacarte)
* Qt4 Settings (qtconfig-qt4)
* Ubuntu One (ubuntuone-
* Wine Configuration (wine-winecfg)
* IBus (ibus)
* Language Support (language-selector)
Under "Hardware"
* Network Connections (nm-connection-
* Bluetooth Manager (blueman-manager)
Under "System"
* Software Sources (software-
* Time and Date (time)
* Users and Groups (users)
In addition, the Settings submenu should be removed from the main applications menu by default and replaced with the Settings manager launcher.
However, the Settings submenu should reappear if there are any "Settings" launchers that aren't listed under the Settings manager. The other option is to make these appear int the Settings manager under "Other". Easy?
