Add launchers to Xfce Settings manager

We need to add the following launchers to the Settings manager:

Under "Personal"
 * Main menu (alacarte)
 * Qt4 Settings (qtconfig-qt4)
 * Ubuntu One (ubuntuone-installer)
 * Wine Configuration (wine-winecfg)
 * IBus (ibus)
 * Language Support (language-selector)

Under "Hardware"
 * Network Connections (nm-connection-editor)
 * Bluetooth Manager (blueman-manager)

Under "System"
 * Software Sources (software-properties-gtk)
 * Time and Date (time)
 * Users and Groups (users)

In addition, the Settings submenu should be removed from the main applications menu by default and replaced with the Settings manager launcher.

However, the Settings submenu should reappear if there are any "Settings" launchers that aren't listed under the Settings manager. The other option is to make these appear int the Settings manager under "Other". Easy?

No, you need to NOT have removed the settings submenu, as it was more convenient to access OTHER settings controls without launching the settings manager.
How do I restore it?
There are several programs not showing int the settings manager GUI that I'd prefer on the menu (such as KDE or GNOME applications.) They appear nowhere in the manager or menus, including the "main menu" editor.
I know I can use terminal or Synapse to launch them, IF I remember the commands, but a nice little unobtrusive submenu rather than the settings manager GUI window is more to my preference. I believe this new way is more like "Unity" than it is the way I'd like to do things in Ubuntu.

Actually, just created my own submenu for this with alacarte.
 I think it shold be an option to turn the settings submenu on or off, rather than just remove it.
For me it's faster to use the submenu rather than the GUI settings manager window. I'm sure others don't change settings as often as I do, and/or the submenu has been removed so that people don't change settings as often or without thought.
