There's a stray folder in /usr/share/icons/elementary-xfce/status/48/, named "untitled folder". When I delete it, the generation works again (sudo rm -rf /usr/share/icons/elementary-xfce/status/48/untitled\ folder/ && sudo gtk-update-icon-cache -ft /usr/share/icons/elementary-xfce).
