I confirm the same problem with GNOME (Ubuntu) or XFCE (Xubuntu) and a Voodoo Banshee AGP (a Maxi Gamer Phoenix if it matters).
I first suspected the lack of RAM (128MB) of the PC, but Xubuntu should apparently run fine.
I also have to note that the same machine was running perfectly fine under Breezy.
